The task of the Research and Development (R&D) Division is to advance the aims of the ministry by means of technological and scientific innovation. The activities are directed in particular to the following subjects:

• Development of alternative sources of energy located in Israel, and of technologies for the more efficient exploitation of the conventional energy sources
• Preservation and monitoring of know-how regarding energy, in order to create an infrastructure for the acceptance of new technologies, their introduction, and their implementation.

The major activities of the Chief Scientist's Bureau are as follows:

• Receiving and examining proposals for research, funding projects, and monitoring their execution.
• Giving advice regarding the formulation of policy in scientific and technological subjects.
• Advancing international cooperation.
